Architecture has long been drawn to the idea of lightness. From early modernist experiments that sought to preserve landscapes, elevating buildings has been understood as a way to preserve the ground while maintaining continuity across the terrain. Volumes are lifted on columns, infrastructures detach circulation from the surface, and entire programs are suspended above the ground.

This was formalised in the early twentieth century through Le Corbusier's concept of the pilotis, which proposed the liberation of the ground floor from enclosure. By raising buildings on columns, architects sought to maintain continuity with the terrain, allowing movement, vegetation, and collective use to unfold beneath constructed volumes. The building would occupy the air, while the ground would remain open, accessible, and shared.

Leisure spaces are often where different generations cross paths. Without formal programs or assigned roles, they allow people to move, pause, and remain together, each engaging space in their own way. In a built environment increasingly shaped by specialization and separation, these shared spatial grounds have become less common, giving leisure-oriented architecture a renewed relevance.

Discussions around public space have repeatedly pointed to the value of openness and flexibility in supporting collective life. Reflecting on how people read, inhabit, and adapt space, Architect Herman Hertzberger speaks of architecture not as a set of instructions, but as a framework of possibilities—one that invites interpretation rather than prescribing behavior. As he puts it, "what we should make in architecture is something like competence, possibility – something that people can freely handle in their own way." Rather than attempting to create interaction, architecture shapes the conditions that make togetherness possible.

In most situations, architects navigate a complex web of construction codes, airspace regulations, and numerous other rules that dictate the form and execution of a project. However, cultural architecture often presents a unique opportunity for more daring and expressive designs. These projects frequently garner support from local governments, unlocking possibilities for formal explorations that might otherwise remain unrealized. In this regard, cultural architecture serves a dual purpose: enriching the community and establishing iconic landmarks that define the identity of their city or region. This ambition has certainly manifested in Taiwan. The European Centre for Architecture Art Design and Urban Studies and The Chicago Athenaeum: Museum of Architecture and Design have presented Netherlands-based architecture firm Mecanoo with Europe's highest award of architecture for the year 2021. The jury awarded the firm for their human-centered approach that prioritizes the "enrichment of human life through a lens of generosity and freedom of use", benefiting the users socially, ecologically and economically.
