In 2018, the City of São Paulo enacted Law 16.833, which established the creation of the Minhocão Municipal Park and, consequently, the gradual decommissioning of the João Goulart Elevated Highway's vehicular function. This act, along with the series of events that led to it, inspires us to reflect not only on the future of urban mobility—which is increasingly sensitive to social issues—but, more importantly, on the public's urgent demand for more leisure spaces amidst contemporary urban chaos.

In January 2019, the master planning and conceptual design scheme developed by the consortium of Shanghai Tianhua Architecture Planning & Design, Chapman Taylor LLP, and Masa Studio (Hong Kong) Co., Ltd. won the competition. The consortium was awarded the detailed design contract for the “Beihu Area,” the project's largest plot and home to the Chengdu Research Base of Giant Panda Breeding.
