The City of Philadelphia’s Department of Public Property is requesting qualifications for the redesign of the Municipal Services Building’s Paine Plaza.
The City of Philadelphia is seeking a designer to give Thomas Paine Plaza a unique identity as a civic square for today’s Philadelphia.
The modernist Municipal Services Building and plaza were designed by Vincent Kling in 1961 as a symbol of a new government during a transformative era in urban planning, adjacent to City Hall on a site that had long been used as a public gathering space. Over the following fifty years, the plaza has served as a public square, backdrop for tourist photos, location for permanent and temporary art and public protests. It was named after Thomas Paine, a father of the American Revolution known for his persuasive pamphlets and progressive ideas.
The new design should provide opportunities for civic engagement, public demonstrations and events. A significant public art component will be included in coordination with this design.
Project Goals
Create a world class public square for the City of Philadelphia citizens and visitors.
Continue the improvements that the City has made to the public spaces in Center City.

The City intends to have a two phase selection process, this RFQ (Phase I) and a subsequent RFP (Phase II). The City will invite the most qualified respondents to this Request for Qualifications (RFQ / Phase I) to participate in a subsequent Request for Proposals (RFP / Phase II) process. Applicants to the subsequent Phase II RFP will be restricted to only those who have responded to this RFQ who the City determines most qualified. Timely, complete response to this RFQ is mandatory to be considered for any subsequent Phase II RFP.
All qualifications must be submitted electronically through the eContract Philly online application process by 5pm EST, October 26, 2018. In addition to the online submission, proposers MUST submit six (6) hard copies which must be received on October 29, 2018 to the Department of Public Property Office, City Hall Room 710, 1400 John F Kennedy Blvd, Philadelphia, PA 19107 (Attention: Michelle Shuman).
