Currently, until August 16, the second public consultation on the new Urban Intervention Project (PIU) for the city's central sector is open on the municipal government's website. The project involves the necessary revision of the Centro Urban Operation, a law enacted in 1997 whose alignment with the regulatory framework established by the 2001 City Statute had been expected since the passage of the last Master Plan (Law 16,050/2014).
However, the proposal submitted for public consultation by the municipal government not only introduces a high number of new instruments and sectorizations unseen in any other plan or law, but also quadruples the perimeter of the current Centro Urban Operation. This expansive new area is, in turn, subdivided into three new perimeters to be implemented through three distinct planning instruments: an Urban Operation (whether consortium-based or not remains unclear), Local Structuring Areas — AELs (covering ZEIS 3 perimeters), and Urban Intervention Areas — AIUs (on the southern vector of the Arco-Tietê). This article addresses this specific issue.
