Open Call: International Ideas Competition for the Design of the Renewed Bagnoli Area

Invitalia, the national development Agency, is a governmental body that has been appointed for the implementation of the Program for Environmental Rehabilitation and Urban Regeneration of the Bagnoli area on the western border of Naples. Bagnoli covers about 2.5 square kilometres and hosted one of the largest European steelworks plant, which shut down in 1993.

Invitalia, which is also the owner of the entire area of the former steelworks plant, has developed the Program for Environmental Rehabilitation and Urban Regeneration. In August 2019 with the decree of the President of the Italian Republic, Invitalia obtained the approval of the new urban development plan, which defines the usage of the individual parts of the whole area and the volumes of the new buildings to be realised.

Following this approval, Invitalia has launched the international competition for the design of the new landscape of the whole area inviting the best architectural firms with significant design experience in urban design of landscapes, urban parks and waterfronts.

To imagine the future landscape (particularly the urban park and the waterfront) of the new Bagnoli area, the participants must also define the shape and design of new buildings according to the volumes foreseen in the urban development plan.
The competition is divided into two stages: the pre-selection phase and the presentation of the proposals by the selected competitors. The preselection is open to all operators in possession of suitable requirements specified in the Terms of References. The first 20 operators identified after the preselection, based on the score calculated on the criteria defined in the terms of references, can submit the project ideas, which will be evaluated, anonymously, by a commission of experts.
Applications must be submitted on the e-procurement INVITALIA web site (below the link) by 11:00 on the 12th of November 2019.

To participate, each candidate should build a team composed of at least:
- one architect with landscape and urban planning expertise
- one or more engineers with hydraulic, structural, geotechnical, plant engineering and environmental skills
- one agronomist or a doctor of forestry
- one geologist.

The official language of the competition is Italian.
The total amount of prizes is 325,000 euros, of which 150,000 for first place, 100,000 for second place and 75,000 for third place.
In accordance with the Italian law, Invitalia has the right to entrust the winner with the next stage of design of the urban park for an estimated value of 4,1 million euros.
