The design competition is open worldwide. The two gateways to the city are located in high traffic zones. At the northern boundary of the city on the M1 Pacific Motorway, the available site area is 750 metres long, 2 metres wide at the base with a maximum height and top width of 11 metres. The southern site is earmarked for a zone near Gold Coast Highway and an international airport.

An independent panel will select up to five finalists and invite them to further develop the designs. The panel, a cross section of industry and stakeholder representatives, will select the winning entry. Final installation is expected in November 2017.
