The Public Architectural and Urban Design Competition is a legally mandated procurement method where selection is based exclusively on the criterion of QUALITY. The winner is chosen by a specialized jury, which ensures broad participation and transparency.
The failure of public authorities to utilize this instrument is a regrettable reality in Curitiba and the state of Paraná. For over 20 years, Curitiba has not commissioned projects through public competitions, despite the distinguished history that local teams have established on the national and international stage since the 1960s.
The need to discuss project procurement through competitions emerged from initiatives launched in the second half of 2017 by a group of young architectural firms in Curitiba. The movement grew significantly, gaining support and participation from organizations linked to architecture and urbanism, such as IAB-PR, ASBEA-PR, SINDARQ-PR, and CAU-PR, as well as representatives from Curitiba's architecture and urbanism programs and city council members.
