The dream of homeownership is a cornerstone of Chilean housing policy; however, there are other ways to provide housing beyond those offered by the real estate market. These alternatives address the increasingly urgent need to tackle the scarcity of well-located land, as well as the social and spatial vulnerability of certain territories.
All of this compels us to seek new forms of social housing provision and tenure. In this context, the public real estate developer initiative promoted by Recoleta Mayor Daniel Jadue, as well as the experience of the "Revive Barrios" pilot program from the Undersecretariat for Regional and Administrative Development (SUBDERE) and the Inter-American Development Bank (IDB) in the Municipality of Santiago—a project currently underway—represent an initial response to the modification and expansion of the rental subsidy. This policy, promoted during the outgoing administration, stands as a viable alternative for addressing housing issues beyond property acquisition.
