The winning proposal, titled Pliegues de Cultura y Deporte (Folds of Culture and Sport), is an integral part of the program led by the current District administration for the design and future construction of cultural and recreational facilities, aiming to improve the Colombian capital's infrastructure.

The Colombian firm Arquitectura en Estudio has been awarded the design of the future SuperCADE Manitas in Ciudad Bolívar, a complementary building to the future TransmiCable station in Bogotá, Colombia. Defined by the designers as a "hybrid building" where the facility itself "is public space," the SuperCADE is an integrated service center. Under a single roof, it hosts over 200 public administrative procedures and provides information from district, national, and private entities performing public functions to ensure more effective, streamlined, and timely service.

The site is located in the outskirts of Villeta, in the middle of a countryside urbanization, benefiting from an extraordinary view over the surrounding landscape. In the middle of the mountain, its topography is very abrupt, especially in the upper side of the site where the view is most impressive. The design choses this area to place the building, capturing the best view and facing the challenge of the strong inclination.

The challenge was to design a country house in the surroundings of the town of Villeta (Colombia), 1.5 hours to the west of Bogotá; at 967 meters above sea level, with a predominantly hot and dry weather all year round. The site’s constraints were very clear; a very steep land that starts at the top of a hill going all the way down to the stream “El Cojo”. The brief asked for a built area of 550m2, including 3 rooms, studio, service and social areas, a terrace and a swimming pool, all this under one essential demand: the house must be able to be completely closed whenever it’s not in use.
