A consortium led by Sergey Skuratov Architects (SSA) was selected over Steven Holl Architects and Miralles Tagliabue EMBT to develop a concept for a multi use complex on Moscow's Sofiyskaya Embankment. Planned for a historic area on the Moscow-river bank, opposite Kremlin, the winning concept calls for three "longitudinal units with roofs of different types and heights" that produce a "picturesque outline" and offers a "gentle transition" from the "old buildings to new."

"To give the project the necessary scale, the buildings are varyingly separated into two lineal 'volumes' of various widths: the narrow one - with a pitched roof and gallery on the upper floor, and the wide one - with a flat, walkable roof, and frontal terraces, facing the Kremlin... Along the entire perimeter of the buildings that face Bolotny Street and the boulevard, venues for public use have been planned for the first floor." - SSA
Second Prize / Steven Holl Architects (USA), Wowhaus (Russia), Transsolar, and Boris Savin:
"The spatial ribbons shape the outdoor quality of the site, creating both public and semi-private gardens for the residents. The proposed music pavillion floating on the Moscow river emphasizes the site’s historic link to music." - SHA
Third Prize / Miralles Tagliabue EMBT (Spain), Burgos & Garrido arquitectos, and CNIIP Moscow (Russia):
"The dwellings are organized with a clear segregation between the most public and private activities.
