Vray is a rendering engine and can be used inside 3ds max… There is quite a lot of photorealistic render engines now so hard to way for sure, could be vray, mental ray, maxwell even or any other less known engine, but what I can tell is that it is not only about rendering, its also about compositing 3d and real environment.

It looks quite promising, I like the feel of an abstracted terrace of houses to break down the institutional-type scale of the building.
