As colunas e alguns dos andares precisavam ser integrados no novo design. Reutilização de peças de fundação não foi a única limitação colocada sobre o arquiteto. Consulta nas fases iniciais do processo de concepção, com as várias partes (entre outros, dois arquitetos do governo sucessivo) resultou em um envelope de construção máxima. Em primeiro lugar, a opinião do pavilhão, sobre o Museu Marítimo precisava ser modesto ao máximo. Em segundo lugar, a fachada da rua é necessária para representar um carácter mais fechado e ao mesmo tempo, o edifício deve se abrir na margem do rio.
